A little action will draw interest. A local friend swims his lab daily (retrieving) in a stretch of one of our local trout streams as an exercise routine. One does much better fishing the mucked-up water about 10 minutes after that activity has ceased than he can do under earlier crystal clear conditions.
Stirs up lots of creepy crawlers occupying the bottom.
My experience while fishing clear shallow waters suggest trout have about a five-minute memory. I.e. when I spook them from a habitual lay, they'll return in about 5 minutes.
